Background of the Study
Voter turnout is a critical factor in determining the legitimacy of any election. High voter turnout typically signifies a broad public interest in the democratic process, whereas low voter turnout raises concerns about the representativeness and fairness of the election (Usman & Yakubu, 2023). In Takum Local Government Area (LGA), Taraba State, low voter turnout has been a significant issue in past elections, with several factors contributing to voter apathy, including political disenchantment, security concerns, and inadequate voter education (Sani & Bala, 2024). Low voter turnout undermines the democratic process, as it suggests that a large portion of the electorate is either disengaged or dissatisfied with the political system. This study will explore the relationship between low voter turnout and the legitimacy of electoral outcomes in Takum, with a focus on understanding how low participation affects the credibility and acceptance of election results.

1.2 Statement of the Problem
In Takum, low voter turnout has been a recurring challenge, and its impact on electoral legitimacy has not been adequately studied. The problem lies in the fact that low voter participation can erode public trust in the electoral process and lead to questions about the legitimacy of the elected candidates. This study seeks to assess how low voter turnout in Takum influences the legitimacy of elections, particularly during the 2023 general elections.

1.3 Objectives of the Study

  1. To examine the causes of low voter turnout in Takum.

  2. To evaluate the relationship between low voter turnout and electoral legitimacy in Takum.

  3. To assess the impact of low voter turnout on the overall political landscape in Takum.

1.4 Research Questions

  1. What are the causes of low voter turnout in Takum?

  2. How does low voter turnout affect the legitimacy of electoral outcomes in Takum?

  3. What are the broader implications of low voter turnout for democracy in Takum?

1.5 Research Hypothesis

  1. Low voter turnout significantly diminishes the legitimacy of electoral outcomes in Takum.

  2. Political disillusionment and voter apathy are key factors contributing to low voter turnout in Takum.

  3. The legitimacy of elections in Takum is negatively affected by a lack of widespread voter participation.

1.6 Significance of the Study
This study will provide important insights into the relationship between low voter turnout and electoral legitimacy, which is vital for ensuring that elections are seen as fair and representative. The findings will be crucial for understanding how to improve voter engagement and strengthen democratic processes in Takum.

1.7 Scope and Limitations of the Study
This study will focus on low voter turnout in Takum Local Government Area, Taraba State, specifically examining the 2023 general elections. It will not explore other regions or national election trends. A limitation of the study is that it may not fully capture all factors influencing voter turnout, as it relies on self-reported data from voters and political analysts.

1.8 Operational Definition of Terms

  • Voter Turnout: The percentage of eligible voters who cast their votes in an election.

  • Electoral Legitimacy: The perception that the election process is fair and that the results are representative of the will of the people.

  • Voter Apathy: A lack of interest or enthusiasm to participate in the electoral process, often leading to low voter turnout.
